wren: validate only changed program settings
Program Settings revalidated every value in a copied snapshot whenever
one property changed. Values accepted by the loader, including legacy
KDF specifications, could therefore prevent unrelated changes from
applying.
Keep input validation in the foreign property setters, where the actual mutation and its constraints are known. Restrict apply-time checks to operations that can fail while installing a change, so unchanged
configuration values pass through without becoming failure points.
Document the validation boundary and preservation of older persisted KDF specifications.
